In order to strengthen the comprehensive administration of introducing foreign expertise in the province, Liaoning Provincial administration of Foreign Experts Affairs (LAFEA) was set up by Liaoning Provincial Committee of CPC and Government in the year of 1985. This department is in charge of administrating the introduction of overseas intellectuals and sending people abroad to be trained. For over 20 years, we have invited more than 80,000 experts in the filedof economics, technology, management and education to work in our province. In addition, we have  also sent over 60,000 people to be trained in different orgnizations around the world. By introducing foreign expertise, we have solved more than 7,000 different technical and managerial problems. We have also been able to invent over 500 new products, which have created almost 10 billion dollars in economic returns. While doing the work of inviting and sending abroad, we exercise our duties strictly according to the 'Administration Permit Law' and policies of State Administration  of Foreign Experts Affairs (SAFEA). This sets a positive beginning for the normal operation of all the provincial administratrative management on foreign experts affairs.

 

By utilizing the resource of foreign expertise we are able to leran, absob, digest and make use of advanced technology, managing styles and experience of other countries. With the support of reviving the old northern industrial base, we hope to cooperate with more foreign governments, international assaociations and social groups to create a more beautiful, prosperous, harmonious and stable Liaoning.
