受理和实施行政许可事项：外国专家来华工作许可和外国专家证、介绍外国文教专家来华工作境外组织资格认可、聘请外国文教专家单位资格认可、组织派遣团组和人员赴境外培训的机构资格认定。

Experts Management Department

Handling and implementing following cases to apply for administrative licenses: foreign experts working permit to China and foreign experts certificate, qualification permit for overseas organizations to introduce foreign cultural and educational experts to work in China, qualification permit for organizations inviting foreign experts, qualification permit for organizations of organizing and sending groups and persons abroad to receive training.

 海外培训

贯彻执行国家有关引进国外智力工作的方针政策，研究制定全省引进国外专家和出国（境）培训工作规划、政策法规，监督检查引进国外专家和出国（境）培训项目的执行情况。

overseas training

Implementing national policies concerning the introduction of foreign expertise, studying and stipulating the provincial layouts, polices and regulations of inviting foreign experts and training abroad, supervising and examining the implementation of the items of inviting foreign experts and training abroad.

●制定引进国外专家计划并组织实施，指导有关部门做好相关领域国外专家的管理工作，开展海外华侨和留学人员的智力引进工作，开展各类国际人才交流活动。

Stipulating and implementing the provincial plan of inviting foreign experts, guiding relevant departments to administrate foreign experts, carrying out the introduction of overseas Chinese expertise and the international exchange of personnel.

●制定全省出国（境）培训计划，审核全省出国（境）培训、研修、进修项目。

Stipulating the provincial plan of training abroad, verifying relevant items of training and studying abroad.

●开辟引进国外专家和出国（境）培训渠道，负责管理引智发展基金和专项经费。

Exploring new channels of inviting foreign experts and training abroad, administrating development funds and special funds for introducing foreign expertise.
